We are making important upgrades to the city's stormwater system to help protect homes, businesses and public spaces from flooding. We’re replacing and enlarging the culverts beneath Taradale Road (State Highway 51) and Herrick Street near Marewa, two key points where stormwater flows out of central Napier via Plantation Watercourse and north, toward Te Whanganui-a-Orotu, the Ahuriri Estuary.

Our Stormwater Masterplan (2020) identified these culverts as bottlenecks, slowing the flow of water away from the city and increasing the risk of flooding in Marewa and central Napier. By upsizing these culverts, we’ll improve stormwater flow, reduce water pooling on streets and make our city more resilient during heavy rain.

Key project information:
  • Construction began in January 2026 to take advantage of the drier summer months and minimise weather delays.
  • Both culverts are being upgraded at the same time to save time, reduce project costs and make the most of skilled construction teams.
  • We are working closely with Hawke’s Bay Regional Council (HBRC) and NZ Transport Agency Waka Kotahi to coordinate works and minimise disruption to road users and nearby residents and businesses. We will be exploring opportunities for other improvements to make the most of road closures.
  • There will be some temporary road closures and changes to traffic routes during construction. We’ll keep you informed so you can plan ahead.
